Online sports betting in North Carolina is on track to be legalized this week. Regulators are eager to expedite the process of launching North Carolina sports betting apps.

House Speaker Tim Moore announced week that the lower chamber plans to agree with the Senates amendments to the online sports betting legislation. Votes are scheduled for Tuesday and Wednesday. The Senate made progress on HB 347 during the week.

Governor Roy Cooper has expressed his intention to sign the sports betting legislation. Once it is signed the North Carolina Education Lottery will diligently work towards launching FanDuel North Carolina as close to the date of January 8 2024 as possible.

Although operators are not allowed to go before January 2024 the lottery is fully prepared to commence its work as stated in a communication from the agency to us.

“Once the legislation receives approval we will gain an understanding of our responsibilities under North Carolinas new sports betting law ” stated their announcement. “This will be a new responsibility, for us and we are currently assessing both its scope and how quickly we can fulfill our obligations.”

The full extent of our responsibilities will only be known once legislation is officially enacted into law.” The lottery will make every effort to promptly fulfill its obligations in granting licenses to operators ensuring that North Carolina sports betting is conducted fairly and responsibly.

Here’s what the lottery will oversee in North Carolina; HB 347 legalizes the operation of up to 12 North Carolina betting apps within the state. Additionally the legislation allows for in person sportsbooks at eight sports facilities. Operator partnerships with sports organizations like the Carolina Panthers (NFL) and Charlotte Hornets (NBA) will receive priority for online licenses.

It’s worth noting that three tribal casinos in North Carolina have already been offering in person sportsbooks for three years.

Now lets delve into how online sports betting has progressed in North Carolina; During the 2021 22 session a Senate bill fell short of passing by just one vote in the House. Given this outcome lawmakers reintroduced an almost identical proposal this year beginning with the House.

Year saw several amendments proposed, such as a ban on betting on local colleges and a lack of support from industry players, which led to a decline in support for the bill. However this year the House worked diligently to pass a version of the bill and ultimately succeeded with a vote of 64 45.

When it reached the Senate lawmakers decided to increase the tax rate on North Carolina sports betting revenue from 14% to 18%. Furthermore they included horse racing, within the proposal.

Week the bill was passed by senators with a vote of 37 11.

To prevent any changes in North Carolina the Senate included horse racing in the bill but quickly removed language that could have allowed slot machine like historical horse racing (HHR) devices in the state.

Throughout the session there were discussions about expanding forms of gambling in North Carolina. However these rumors were put to rest week when Moore confirmed that the House would agree with the Senates decision and avoid a conference committee.

In addition legislators decided not to ban bets on college teams, within the state. This issue has sparked debates in some states.
