North Carolina is making progress with its plans to introduce sports betting in January. They have chosen a capable leader for the initiative. The North Carolina Education Lottery recently announced the appointment of Sterl Carpenter as their executive director of gaming compliance and sports betting. Starting this week Carpenter will be responsible for establishing a department within the North Carolina State Lottery Commission.

Education Lottery Executive Director Mark Michalko expressed his satisfaction with the selection stating that after a search they have chosen a seasoned professional for this newly created role. He emphasized Carpenters proficiency in regulations, licensing and compliance. Michalko also highlighted their enthusiasm to have someone with Carpenters experience and expertise leading the states gaming program.

The earliest possible launch date for NC sports betting is January 8th, 2024. The Education Lottery spokesperson previously mentioned that they aim to launch early as possible while adhering to the legal requirement of launching before June 14th 2024.

Carpenter brings experience to North Carolina from his previous role at the Massachusetts Gaming Commission where he spent eight years. With over 30 years of experience in the industry and having worked at Foxwoods Resort Casino in Connecticut for 23 years Carpenter has a strong background. In Massachusetts specifically he served as the operations manager, for sports wagering when it launched this year. Before working in the sports betting industry Carpenter held the position of compliance manager.

Carpenters role will involve developing, implementing and overseeing compliance measures for the regulated sports betting sector.

In terms of progress North Carolina is moving forward at a pace. Governor Roy Cooper signed the sports betting into law in June. Unlike Kentucky, which also passed North Carolina sports betting legislation this year North Carolina will not be able to offer NFL betting during this season as they are still in the process of establishing the framework for the industry.

In June plans were announced by the Education Lottery to introduce FanDuel North Carolina sports betting. One of their priorities was hiring an experienced leader with expertise in gaming and North Carolina sports betting.

Now that Carpenter has been appointed the Education Lottery can begin assembling a team dedicated to North Carolina betting apps.

Although North Carolinas sports betting market may not experience growth like other states such as Kentucky, Arizona and Kansas did within five months after passing legislation due to their existing strong casino or racing industries overseen by gaming regulators; it is also unlikely to take as long as Maine. Maine passed its law spring but is expected to go live around a similar time frame, as North Carolina. North Carolina is expected to implement the regulations swiftly compared to Ohio, which took slightly over a year to do so.

In addition to allowing sports betting the passed legislation in the spring has also legalized online horse betting within the state.

When the industry launches year North Carolina will have a maximum of 12 online sportsbooks available. Additionally eight professional sports organizations will be permitted to operate in person North Carolina sportsbook promo codes at their facilities.

The revenue generated from sports betting will be subject to an 18% tax rate.

Following the passage of legislation in 2020 three in person sportsbooks are already operational at casinos, in North Carolina.
