The final stages of implementing online sports betting in North Carolina are underway as regulators work towards a launch in spring 2024.

On Wednesday the Sports Betting Advisory Committee of the North Carolina State Lottery Commission approved a revised version of the online sports betting rules making changes to the language. The full commission is scheduled to meet week and is likely to finalize the sports betting regulations. The committee also revealed that 11 operators have already submitted applications for the market including Caesars Sportsbook North Carolina.

Unfortunately there is still no update on when exactly NC sports betting will be available in North Carolina. Earlier it was announced that January 8 would not be feasible for a debut dashing hopes for Super Bowl betting. According to NC sports betting laws sportsbooks must be operational by June 14 2024.

Several amendments were made to the NC sports betting rules following a public comment period that ended on November 27. The NC Lottery received over 120 comments from organizations and members of the public.

Most of the changes were minor in nature. For instance it was clarified that operator agreements with sports organizations cannot be disclosed during hearings. Furthermore a proposed rule banning sportsbook operators from acquiring naming rights and marketing opportunities at stadiums was removed.

In addition to these revisions advertising restrictions were relaxed to allow flexibility in delivering messages related to problem gambling. The committee also mentioned that operators are allowed to collaborate with marketing affiliates. They cannot provide compensation to the partners based on the net revenue from sports wagering.

Updates on North Carolina’s application process

The application period for the NC Lottery started on Friday.

According to Sterl Carpenter, Deputy Director of Sports Betting for the NC Lottery they have received 11 requests for operator licenses including applications from North Carolina betting apps.

Operators need to submit their applications by December 27. It is expected that around that time the NC Lottery will announce a start date as mentioned previously by Carpenter.

The requirements for operators include having a written partnership agreement with a sports organization to be eligible for a license. This requirement was added at the minute after modifications were made earlier this year.

This week Penn Entertainment and ESPN Bet announced their partnership with Quail Hollow Club and PGA Tours Wells Fargo Championship. Similarly FanDuel partnered with the PGA Tour. Month Bet365 Sports joined forces with NBAs Charlotte Hornets.

There are least eight other potential partners available for North Carolina sports betting operators, in North Carolina. The progress towards implementing sports betting in North Carolina has been hastened. In June Governor Roy Cooper signed the sports betting law. It took some time for the regulatory process to be developed. However there was a change made by legislators in September requiring written agreements with professional sports organizations.

Although Carpenter was hired in July little progress was made by the regulators until this change. Since then they have been consistently meeting to ensure a launch of sports betting next year.

It’s worth mentioning that there are already three casinos in North Carolina that offer in person sportsbooks and North Carolina sports betting promos.
